Sean founded Hedley Planning Services in 2012 and has since grown the company to become an established leading consultancy. Sean qualified as a member of the RTPI in 1996 having been awarded BA (Hons) and Diploma in Town & Country Planning from Newcastle University 1994. Sean has over 20 years’ planning experience in the public and private sectors. He acts for a wide range of clients promoting land and property interests through the planning system. He has expertise in preparing planning strategies and submissions for large scale residential schemes, commercial / industrial development and forward planning. Sean also specialises in Compulsory Purchase, distressed asset advice and due diligence reports. He is an experienced Expert Witness at Planning Inquiries, Examinations in Public and Informal Hearings.

Joe is an Associate at Hedley Planning Services and qualified as a member of the RTPI. He has worked in Planning since 2007 in both the public and private sector. He specialises in residential development schemes across the north of England with experience including obtaining planning permission for a range of developments including mixed-use development, major commercial, retail, leisure and tourist projects; preparing site appraisals; engaging in the Development Plan process to promote land, including making representation at Examination in Public; and, advising in relation to highways issues including road closures.

Catherine is the Senior Researcher at Hedley Planning. She is responsible for understanding site histories, designations and policy context. She has over 30 years’ experience working for local government as IT technical support and network engineering, later specialising in GIS systems. Cath ensures that the office runs smoothly.

Hannah Chapman

Hannah is currently studying in her final year at Newcastle University whilst working at Hedley Planning. She has recently completed a year out at a national planning consultancy. Hannah works on a wide range of planning instructions and has a good understanding of a number of different elements of the planning system. She has worked on minor and major instructions including an application for a Cancer Treatment Centre in Liverpool, preparing the detailed supporting statement and submission of all documents for the application. She is also experienced in preparing and submitting applications for major residential development, including a submission at Wynyard in Stockton.

Caitlin is a qualified Planner at Hedley Planning Services. She previously worked in the public sector and joined the private sector in early 2017. She has experience of minor developments and recent experience in preparing, submitting and negotiating major residential, commercial, leisure and schools scheme alongside experience of prior approval procedures, appeals, certificates of lawful development and enforcement cases.

Laura is a qualified planner at Hedley Planning Services. Laura previously worked in the private sector for a national firm of surveyors where she was involved in land promotion and a number of strategic planning applications. Laura also worked at Newcastle City Council where she gained a range of experience within both Development Management and Planning Policy, being responsible for determining planning applications and assessing sites citywide for potential housing allocations, including carrying out viability work. Laura has represented national housebuilders in preparing submission documents for site promotion. She has also represented the interests of developers in preparing planning delivery strategies
