Sean Hedley

Sean founded Hedley Planning Services in 2012 and has since grown the company to become an established leading consultancy. Sean qualified as a member of the RTPI in 1996, having been awarded BA (Hons) and Diploma in Town & Country Planning from Newcastle University in 1994. Sean has over 25 years’ planning experience in both the public and private sectors. He acts for a wide range of clients, promoting land and property interests through the planning system. He has expertise in preparing planning strategies and submissions for large scale residential schemes, commercial/industrial development and forward planning. Sean also specialises in Compulsory Purchase, distressed asset advice and due diligence reports. He is an experienced Expert Witness at Planning Inquiries, Examinations in Public and Informal Hearings.

Joe is a Director at Hedley Planning Services and is a member of the RTPI. He has worked in Planning since 2007 in both the public and private sectors. He specialises in residential development schemes across the north of England, with experience including obtaining planning permission for a range of developments including mixed-use development, major commercial, retail, leisure and tourist projects; preparing site appraisals; engaging in the Development Plan process to promote land, including making representations at Examinations in Public; and, advising in relation to highways issues including road closures, Local Plan Examinations and development appraisals.

Stephen is a chartered Town Planner with over 15 years’ experience working within the planning industry, initially as a local authority planner, then as a planning consultant and, for the past 10 years, at a senior level within the house building industry. In 2015 Stephen Chaired the RTPI North East Region in what was its centenary year. Stephen brings a strong commercial awareness to the promotion of large scale residential schemes having been responsible for a range of major developments across the whole of the UK. His other specialisms include land acquisition, strategic land searching and promotion, planning appeals, Public Inquiries, Local Plan Examinations and development appraisals.

Rebecca Hedley

Rebecca works as the Office Manager for Hedley Planning Services, having a 20+ year career in various roles within large private practice property firms in both Yorkshire and the North East. She currently oversees all aspects of the functionality of the offices ensuring their smooth running. She also provides secretarial support to all planners in both offices. In her spare time, she is a keen runner, cyclist, swimmer and cook. She has previously managed a national company car portfolio, held a senior PA role and worked as a residential property manager.

Hannah is a qualified Planner and joined Hedley Planning in 2017 having previously worked for a national firm of Planners. Her experience includes the preparation of planning appraisals and strategies, project managing applications and researching sites. She works on a wide range of planning instructions and has a good understanding of a number of different elements of the planning system. She has worked on minor and major instructions including an application for a Cancer Treatment Centre in Liverpool, preparing the detailed supporting statement and submission of all documents for major residential applications for national housebuilders. She is also experienced in preparing and submitting applications for residential and commercial developments, including a submission at Wynyard in Stockton.

Caitlin is a qualified Planner at Hedley Planning. She has a detailed knowledge of the development management procedures having had a recent background in the public sector. She joined the private sector in early 2017 and has experience of preparing, submitting and negotiating major residential, commercial and tourism schemes. She also has experience of rural barn conversions,  prior approval procedures and certificates of lawfulness. Caitlin recently was part of the planning team for the Ponteland School and Leisure Centre development and Fire Station gaining planning approval in 2018 against complex Green Belt and technical constraints. She was awarded the Chair Award in the RTPI North East Awards for Planning Excellence in 2018.

Catherine is the Senior Researcher at Hedley Planning. She is responsible for understanding site histories, designations and policy context. She has over 30 years’ experience working for local government as IT technical support and network engineering, later specialising in GIS systems. Cath ensures that the office runs smoothly.

Alex is licentiate member of the RTPI studying toward his Masters in Town Planning. He is President of the Christian Union Society at Newcastle University and a keen footballer. He has experience in preparing planning applications and supporting planning statements having previously obtained work experience at a national planning consultancy. Alex works on a wide range of planning instructions and has a good understanding of a number of different elements of the planning system. He has worked on minor and major instructions, assisting in preparing detailed supporting statements and submission of all documents for the application.
