Public Consultation – Residential Development on Land at Petwell Crescent, Durham

Believe Housing would like to hear your views on their proposals for the construction of 38no. dwellings with associated parking and SuDS on land at Petwell Crescent, Durham. The feedback you provide will be considered by the design team and used to inform a future planning application.

Believe Housing is one of the North East’s largest housing associations, providing better homes, communities and housing services to suit a wide range of needs.  Believe Housing is a Community Benefit Society registered with the Regulator of Social Housing (RSH), which was launched in 2019 with a vision to deliver “life without barriers” for customers, communities and colleagues.

The proposals relate to a Full Planning Application, which is currently being prepared, for the construction of 38no. affordable dwellings with associated parking and SuDS on land at Petwell Crescent, Durham, SR8 3DU. The proposals comprise a mix of 2- and 3-bedroom homes, including 2 and 3-bedroom bungalows, to meet an identified need for good quality, affordable housing within Durham.

Site Background

The site area is approximately 1.64 ha and currently accommodates 49 bungalows. An application for the demolition of these dwellings will be submitted, with works due to begin in Summer 2026.

Proposed Development

The proposed development aims to create a welcoming environment and revitalised community space which has been carefully designed to address key urban design considerations, including:

  • Natural surveillance and landscaping to enhance privacy and security.
  • Optimising solar gains through plot orientation.
  • Maintaining pedestrian connections and minimising vehicular impact on Petwell Crescent

Properties will be accessed via Petwell Crescent and Shakespeare Terrace. The site arrangement proposes that Shakespeare Terrace will be widened to make the road width 5.5m in alignment with Durham County Council’s highways guidance. As part of proposals, each dwelling will have dedicated private amenity space, a betterment from the existing arrangement of communal gardens in some areas.

Footpath connectivity throughout the site will enhance and aim to improve pedestrian accessibility to local services.

Off-street parking has been provided with properties allocated 2 spaces each, there are also ten visitor parking bays to be provided throughout the site.

Dwelling Proposals

The proposed affordable dwellings comprise a mix of 2 and 3 bedroom homes, including several bungalows. The homes have been carefully designed to offer both aesthetic appeal and practical living spaces, that present a modern take on the traditional character of nearby homes.

The public consultation event will be held at Seaton Holme, Hall Walks, Easington Village, County Durham, SR8 3BS, from 3-6pm on Thursday 4 June
