Sean Hedley

Sean founded Hedley Planning Services in 2012 and has since grown the company to become an established leading consultancy. Sean qualified as a member of the RTPI in 1996, having been awarded BA (Hons) and Diploma in Town & Country Planning from Newcastle University in 1994. Sean has over 25 years’ planning experience in both the public and private sectors. He acts for a wide range of clients, promoting land and property interests through the planning system. He has expertise in preparing planning strategies and submissions for large scale residential schemes, commercial/industrial development and forward planning. Sean also specialises in Compulsory Purchase, distressed asset advice and due diligence reports. He is an experienced Expert Witness at Planning Inquiries, Examinations in Public and Informal Hearings.

Joe Ridgeon

Joe is a Director at Hedley Planning Services and is a member of the RTPI. He has worked in Planning since 2007 in both the public and private sectors. He specialises in residential development schemes across the north of England, with experience including obtaining planning permission for a range of developments including mixed-use development, major commercial, retail, leisure and tourist projects; preparing site appraisals; engaging in the Development Plan process to promote land, including making representations at Examinations in Public; and, advising in relation to highways issues including road closures, Local Plan Examinations and development appraisals.

Rebecca Hedley

Rebecca works as the Office Manager for Hedley Planning Services, having a 20+ year career in various roles within large private practice property firms in both Yorkshire and the North East. She currently oversees all aspects of the functionality of the offices ensuring their smooth running. She also provides secretarial support to all planners in both offices. In her spare time, she is a keen runner, cyclist, swimmer and cook. She has previously managed a national company car portfolio, held a senior PA role and worked as a residential property manager.

Alexander Franklin

Alex is an Associate Director at Hedley Planning Services. He is a chartered member of the RTPI, graduating from Newcastle University with a Masters in Town Planning and has experience working in all sectors, in particular Residential, Commercial and Renewable. Alex works on a wide range of planning instructions and has a good understanding of a number of different complex elements of the planning system. Based in our Newcastle Office, Alex oversees the team working on a variety of both minor and major schemes in the city centre and across the North East and North Yorkshire.

She is currently working towards becoming a chartered member of the RTPI, she graduated from Newcastle University with a BA(Hons) in Geography and an MSc in Urban Planning, with specialism in urban regeneration. Rachel is experienced in a wide range of projects, such as residential and commercial developments. Rachel assists senior colleagues with major and strategic planning applications.

Rachael has experience in a range of different planning applications such as Certificates of Lawfulness, Minor developments, Householders and Advertisement consents. Rachael continues to assist on both minor and major applications.

With the aim of becoming a Chartered Member of the RTPI, Luca has been gaining experience on a wide range of projects including residential, commercial and industrial developments. Luca prepares a range of different applications including Full, Outline, Reserved Matters and Certificates of Lawfulness.

Ebony is Planner at Hedley Planning Services. She graduated from Newcastle University with a BSc(Hons) in Physical Geography and MSc in Urban Planning, with specialism in Regeneration. Ebony is aiming to become a chartered member of the RPTI and has worked on a wide range of statements such as Open Space Needs Assessments (OSNA) and SCIs as well as assisting senior colleagues on minor and major planning applications.

She is currently working towards becoming a chartered member of the RTPI, and graduated from Newcastle University with a Master of Planning specialising in Regeneration. Niamh has experience in planning policy and the preparation of a range of planning documents. She also has experience with Pre-applications and Appeals. Niamh continues to assist on minor and major applications.
