Public Consultation – Proposed Residential Development, and the Relocation/Reconstruction of Guide Post Working Men’s Club, and Co-Op Food Store on Land South of High Street, Guide Post

Hedley Planning Services are preparing a planning application, on behalf of Dysart Developments Limited for for 300+ new residential dwellings, with new
Cooperative Food Store and Working Men’s Club premises.  Dysart Developments would like to hear your views on the development of the site and specifics of the proposal to refine the design and inform the preparation of the planning application.

This proposal involves land south of High Street, Guide Post. This site is directly north of recent development at Willow Farm (Ascent Homes). In 2014, a different residential proposal for the same land, was taken to public consultation, but ultimately wasn’t taken forward. This application is not in connection with any information supplied throughout the consultation in 2014. The proposals significantly differ.

Site Location

The existing site is predominantly agricultural land, measuring 16.8ha, located south of the High Street in Guide Post, Northumberland. The site is sustainably located within walking distance of a range of services, and amenities.

Proposed Development

Our vision for the site is to provide high quality housing with a focus on excellent design.

Key principles to deliver our vision include:

  • Open space, including play areas and substantial landscape planting.
  • The green space will provide opportunities for play and informal recreation while incorporating active walking routes and connections to existing footpaths.
  • New Sustainable Urban Drainage (SUDS); permeable paving; swales; and, filter drains to manage surface water.
  • Achievement of a 10% betterment on existing biodiversity conditions on-site with a greater diversity of native species to improve the potential wildlife benefits of vegetation
  • Newly accessible, modernised, and more efficient Working Men’s Club, providing an improved community event venue.
  • Larger Co-op food store, to offer better choice and service to the local community.
  • 100% of homes will be designed to NDSS (all homes will meet national standards for living spaces in each room).
  • 10% of the housing will be affordable.
  • Parking for residents and visitors will be provided across the site, with approximately 715 spaces provided on the residential site and 57 spaces split between the Co-Op and Working Men’s Club.
  • Reallocation of existing allotment land at the Working Men’s Club. New designation of allotment land to be located to the north west of the proposed development.

Highways and Sustainable Transport 

The proposed site access is located on the A196 High Street, approximately 115 metres from the A196 / A1068 roundabout. Vehicular access will be provided through the construction of a new junction on High Street at the location of the existing access to the car park for the Guidepost Working Men’s Club Ltd. The proposed junction layout has been designed in accordance with DMRB guidance.

Safe and attractive links for pedestrians and cyclists will also be provided between the site and the wider area, and public transport links have been considered throughout the proposal.

Drainage

The proposed development area is located entirely within an area classified as a flood zone 1 and is therefore at low risk of flooding from either river or sea. (Less than 1 in 1000 annual probability of flooding). The development area is also at a low risk of surface water flooding. Any residual risk will be mitigated against by the introduction of a positive surface water drainage network. Flooding from ground water and reservoirs are similarly considered to be very low risk. The proposed development is appropriate for flood zone 1.

Sustainable Drainage will be utilised, inclusive of detention basins for storage/treatment of attenuated surface water flows. Permeable paving, swales and filter drains will provide further treatment. Foul water will be discharged to adopted public foul sewers, at a point to be agreed with Northumbrian Water.
